Philip A. Seabrook
Philip A. Seabrook is Advisor and Founding Director of the 21st Century Scholars Program at Indiana University Bloomington. Prior to his role, Philip was Assistant Vice President for College Readiness & Retention Initiatives between 2008 and 2017 in the Office of the Vice President for Diversity, Equity, and Multicultural Affairs (OVPDEMA) at Indiana University Bloomington, Assistant Dean of University College between 1998 and 2008 at Indiana University-Purdue University, Indianapolis (IUPUI), Founding Director of the IU 21st Century Scholars Program between 1990 and 1998 at Indiana Commissioner for Higher Education (CHE), and Executive Director of the Upward Bound Program between 1977 and 1989 at Indiana University. Philip has nearly four decades of experience developing and implementing pre-collegiate programs designed to increase college access and success among first-generation, low-income students in collaboration with the Indiana CHE, Indiana Commission on the Social Status of Black Males (ICSSBM), Invest Indiana (INvestED), Complete College America, and Starfish Initiative. In addition, Philp has secured several major gifts from the Lilly Endowment to support and launch the 21st Century Scholars Program at Indiana University. Philp holds a B.A. degree in political science from Central State University and is proud a native of Dayton, OH.
